You have to enable that in a different way than in The Sims 3.

1. Locate Commands.ini file. Look in where you installed the game (or where Steam installed the game) and browse to Gamedata --> Shared --> Nonpackaged folders, there you'll find alot of ini files.

2. Right click Commands.ini and choose properties. Uncheck the read only file attribute.
3. Open the Commands.ini with a text editor, like notepad for example. Change the value from 0 to 1 after the TestingCheatsEnabled line. Save the file.
4. Startup the game again. Now you should be able to get the cheats when clicking on the character with shift held down.

A good tip with the reset sim function is that it helps to clear any stuck items on the character. My bard had a parchment stuck in the hand which is a common bug with the game, but I got rid of it when I picked reset sim.

I hope this was the answer to your question.
