Hands down the best guide for this game and answers your last question about what weapons are the best. The best weapons in the game will be obtained via maxed out guilds because you got a shot for masterworks that further increase stats. The one for beating the dragon is the best you can get at that time but will be outclassed by the Arbiter Halberd you'll get right before the final boss. However, any weapon solely obtained in game will be outclassed by a masterwork made by the guilds.
As far as NG+ goes, you keep all sigils, sorcery and arts learned. All talents purchased are kept as well and your gear and money are also carried over. Gear is not just kept, it's also equipped to your characters as it was at the end of the game when they rejoin. You'll have to recruit Shiki, Robbins and Matilda again. Any talents purchased are kept and any unused talent points are carried over. Your HP and SP will be what they were at the end of the game.
The game is a complete joke on NG+ too. The speedrun achievements are a piece of cake to get and you can complete a NG+ run in under 5 hours. The only achievement that is difficult is seeing sub ending 1 because you have to beat Grossa at the museum with just Galil and Azura.
