You could probably use Steam Achievement Manager or ArchiSteamFarm with ASF Achievement Manager to unlock the required achievement for the knife. Only download those things from the official GitHub pages.

Black Rose costs so much because it's anomalous that it could be traded. In its regular (and common) state it's untradeable like every other achievement related item.
