Thieving ability was lost permanently

Somewhere during the first Empire mission, my thief lost the ability to steal in stores. I don't recall him ever being caught, but i suppose i may not have noticed. Anyway, I carried him along to the second mission, and at the start, he still cannot steal. Unless it's a bug, the only other option i can see is to leave him behind, and start another.

Did you build the thieves guild in the second mission?

Thief can use steal in stores ability many times.
But after each steal Thief need win one battle.
