Disciples 3 Reincarnation Where is the Map Editor

I want to create Disciples 3 maps, I see a lot of opportunity in this game, but no matter where I look, I can't find the map editor. How do I open it?

Its called toolkit.exe and located in the steam folder.

About the map editor... Do I need a different key for every install of the game?

Because they finally answered my email, and I wanted to try the editor... but I'm going to format the pc in the following weeks, so... should I wait?

I mean, I understand that they don't have developers anymore, but they probably could ask any modder, to crack it...
