You need the Queen of Cards in Dollet for this to work.
• First, go to Timber and pick up the rules from there. To do this, challenge the left guard at the entrance and refuse him until he stops asking to mix rules. Then accept a game and on the rules screen, you can quit (you don't have to actually play a game with him, just getting to the rules screen is enough to pick up the region's rules).
• Go back to Dollet, go to the hotel, and save at the save point.
• Do a hard reset. For the Steam version, closing the game and then re-launching it works. A soft reset will not work.
• Run out of the hotel and immediately turn around and run back into the hotel.
• Now challenge and refuse the girl standing next to the save point twice.
• Now challenge and accept, but quit without playing.
• If you haven't already spread Open, the first time you do this it will spread Open. Head back to Timber and repeat the above steps. This time it will abolish the Random rule. This works 100% of the time.
have you tried quitting from the original menu to go back to the title screen for soft reset?
the amount of times you need to refuse a game before entering the card game to then quit out of it to affect the rules seems to vary between npcs.
ESC menu is the hard reset, the original menu is the soft reset.
