Report a translation problem
It turns out...I was missing back end software and one final crucial Windows Update, which finally appeared for me today! For the sake of others, I am going to leave exactly what I installed and did.
Step 1: Update Windows 10 to Windows 10 Version 21H1 (+ the additional updates after reboot)
Step 2: Download ALL of the following and install. Reboot after installing them all.
Visual Studio 2015, 2017 and 2019:
1) x86: https://aka.ms/vs/16/release/vc_redist.x86.exe
2) x64: https://aka.ms/vs/16/release/vc_redist.x64.exe
Visual Studio 2013 (VC++ 12.0):
1) https://support.microsoft.com/en-us/topic/update-for-visual-c-2013-redistributable-package-d8ccd6a5-4e26-c290-517b-8da6cfdf4f10
(Download for your language, both x64 and x86!)
DirectX End-User Runtime (latest):
1)https://www.microsoft.com/en-us/download/details.aspx?id=35
Step 3: Install Special K to FF8 directory.
Then I downloaded the latest SpecialK from here: https://sk-data.special-k.info/SpecialK.7z
and extract "SpecialK32.pdb" and "SpecialK32.dll" to: C:\Program Files (x86)\Steam\steamapps\common\FINAL FANTASY VIII Remastered. Now rename "SpecialK32.dll" to "OpenGL32.dll". Reboot Steam and attempt to relaunch FF8.
Hopefully this helps someone! :)
My windows is up to date. So I will just request a refund if there is no way to fix it without downloading 3rd party stuff.

You get to see the games internal popup + the SpecialK one!
I only want to see one of them!
Change the following parameters to the specified value:
PopupDuration=0
AnimatePopup=false
This will cause FAR's built-in achievement popup to not pop at all.
PopupDuration specifies the number of milliseconds that the notification should stay on screen.
AnimatePopup specifies whether the notification should be animated (slide in from off-screen) when it appears.
