Just note that the RNG differs depending on whether the Queen of Cards is in the city or not. Just search for "Abolish Random" and use the girl at the bottom of the stairs in the hotel to do this.
You also have to note which conditions you -cannot- spread. Which is to say have you played in two different regions with these rules that Deling City doesn't have. In which case you just need to either just spread the conditions and get rid of them later, or play in regions that don't have these specific rules to spread.
If Queen of Cards is in the region, you either need to get her rear out of the city or try to get lucky with the truly random RNG manipulation to remove the rule. Deling has no reliable way to manipulate RNG, so you basically just stand outside the hotel for a random amount of time as the spawning cars and buses randomly changes the RNG values.
In short:
Save at the Galbadia Hotel in Deling, exit to title (hard reset), reload save, go down the stairs and challenge the lady there to cards and say 'no' a few times instead of actually playing cards.
Then after however many 'no' selections makes you happy, accept the challenge but cancel the triple triad game once the triple triad screen pops up instead of actually playing.
If it doesn't change the rule you want, quit to title and try again with a different amount of 'no's.
