Can't abolish random rule in Dollet (PS4)

It just won't let me. Any faqs I look at, guides, anything doesn't seem to work. I have been trying for 3 days. Does anyone have a clue on how to do it? I have been following step by step. Tried them all at least 10 times +. Only thing that works is when I change trading rules via card queen.

But cant seem to get random abolished with any of the methods available.

- Save inside Dollet hotel
- Hard Reset (ALT+F4)
- Walk out of the hotel then go back inside
- Challenge the hotel lady in green. Decline to mix twice
- Challenge again and accept to mix
- Random should abolish

When I do it, there's no mix text. Just a "do you want to play cards" and I even change my current rules by going to other regions, declining their mix's till it doesn't pop up again, view the non-mixed rules, then run alllll the way back to Dollet hotel, do that process, but at the:

- Challenge the hotel lady in green. Decline to mix twice

She doesn't have the mix text as I previously said.

Edit: Also marked it as PS4 in title, so since it's Alt+F4 for PC, I am assuming just close out the game entirely on the dashboard, and soft should be just quit to title and re-load since no start/select buttons.

You have to be carrying a rule Dollet doesn't have to get the mix text. Not sure what your region's current rules are, but you might need to wait until you can access a region with different rules.

Well I've been trying to use Timbers to get the mix text to pop up, so where all should I walk to?

Currently on Tomb of the Unknown King part of the game.

So I can do... Timber, Deling, Galbadian Garden(?), and Balamb (idk if I can back track to there or not).

Rules at Dollet rn should be: Open, Random, Same, Element, One
