Card rule in Balamb changing to One after losing my Mog card to Queen

I've been playing with All for quite some time now. It tried to change but I played with Queen to get it back to All. Now, I'm about to leave Balamb and I want to start the QoC quest so I lose my Mog card purposely. She decides to go to Dollet but I try to play with Zell's mother to make sure the All rule is still in Balamb but it's One now.

I'd prefer Diff over One. I don't understand the rule change mechanics. All I know is that I like playing with All to get more cards to refine.

Can I lose my Mog card, have her go to Dollet AND keep the All rule in effect? Or can I change the One rule to All without the Queen being in Balamb?

also had the all rule but it changed the moment I played in balamb again despite them having the all rule. I think it might be a bug in the pc version but I don't know enough about the code

the queen is required to change the rules in an area, though the rule changing is odd the rule should be whatever it was when you challenged her.
