Can't modify keybinds

I can open the menu and I can change the key binds in the menu but there is no way to hit apply. Clicking the button with the cursor does nothing and I can't maneuver the selection to the apply button with just the keyboard, so I can't apply settings... Is there some way??

So looking at the other menus which have the same format (apply cancel buttons at bottom) it looks like the way you're supposed to get to the bottom buttons (apply cancel, etc) on keyboard is by pressing enter (confirm) in the menu.... but that doesn't exactly work in the keybinds menu because enter/confirm just prompts you to enter a new key for the input you have selected... I can't believe this got passed design and qa. What a bunch of morons.

You can "cancel" (c or backspace) to get to the bottom menu

The key bindings are objectively terrible and it's by far the most jarring, annoying part of the game.
