I'm not running Win10 but that is interesting, nice find. Consider a bug report too.
Try setting your desktop resolution higher than your native monitor resolution.
Ex: your screen is 1920x1080, set your desktop to 3840x2160 using Nvidia DSR or AMD VSR, then start the game. I'd imagine the game window would now fit fully in the screen, go into the game settings and set your resolution to the proper native resolution of your monitor then quit and set your desktop back to native as well.
