The only way you can increase your spawn rate is building more peasant huts. In the 1.55 patch there was no limit on how many peasant huts one could build to increase spawn rate (your mentioned exploit), but with the current steam patch this increase is capped at 8 peasant huts. So no point building beyond that appart from storing more rice and water perhaps.
And of course the number of already present units does decrease the spawn rate, which adds to the AIs statistics of spawned peasant with its frequent attacks, resulting in decrease in population, therefore increasing the spawn rate again.
The amount of rice and water gather by the AI is doubled, yet the speed stays the same (They gather the same amount but on drop-off they gain 30 rice instead of our 15, same with water).
For the player the only difference in gathering speed is that wolf peasants gather rice a bit faster. But this has no impact on population generation and vice versa
