To increase target morale loss, let your Wolf Mother charm a bear and summon it when you have someone you want to tame. More roar, more morale loss. Also remember to keep dealing damage to the target so that they cannot rest to recover.
Artefacts that gives Fear aura, or spells that decrease enemy morale also works on this, since they reduce the maximum morale of target and make it easier to make them disorganized.
If you lose Ulnar before getting a second bear, then it will be very very difficult to tame from then on.
I would argue they are still worth taming. You can tame as much as possible, and then in the world map, you fire them for the extra money. This also works for summoned creatures (i.e. temporary enemy units -> permanent summons) funnily enough.
