(because of the lack of an account email and license key)
i'm assuming that this problem is still here or still around, if I was you I would ask for a refund of your money through steam and go to there website and buy one of there deals.
(I highly recommend the lifetime deal because you only pay once and you get updates for bug fix's or new instalments for a very long time)
but if you want to know if I tried doing the uninstalling and reinstalling the software problem shooter trick with most steam games or software, it didn't work, so I hope this helps.
