The real value of the tavern in previous games is that was where you went (there were other places to go in some games as well) to gather information on what happening in the game, look for things to do (possibly for other people), and engage in shady activities, etc. Most of that has been replaced in PR4 with new ways to do that.
About the same as poker
Four of a kind.
Full house. Three of a kind with a pair.

Two pair.
One pair.
+ obviously the higher the Pair/Three of a kind the better.
So "something like" the above
+ Win 6/10 hands = Win..
Thats what it is in poker, and it seemed to be "about the same" in PR4..
