It is not possible to recover after death
When playing in co-op, it is not possible to select a respawn point after death. I understand this is a bug!

had two team members respawn after being downed just yesterday.

This sounds like a very rare bug. Could you please answer the following questions?

Try to best describe what the bug was.
Are you able to reproduce this bug? If so, how?
Were you actively doing a mission when the bug occurred?
Were you in multiplayer?
What character were you using?
When did you notice that this bug first appeared?
