There is a chance! The chances of finding a license overall are about the same, but within that, the higher-tier ones are a small fraction.

Cheapest is the same as before: $5000 for a 24h license.

You say vendors no longer accepting used cards for partial refunds. But will we able to get something for selling a still valid card, say on the black market.

I think we should be able to get something back if it still has a minimum amount of time at least 24 hours left for maybe 30-50% of the value. That way you can still make some cash and the black market sells a partially used card with plenty of room for profit. God knows it would suck to buy a week card then immediately find a month long card with over a week left on it.

Ooh! So excited! Can't wait to start a new save!

I haven't played in about a month. But these sound great. One awesome thing would be able to see the expiration date by hovering and in sale window. Sometimes I end up with more than one in my bag and don't want to drop/sell/lose the wrong one.
