Report a translation problem
Just my humble opinion, but I think it makes sense. In the wild west, legitimate horse seller was expected to provide a bill of sale proving they had the right to sell the horse. A proof they are not stolen from someone. Like, how would Ogiso's Bank believe what you are trying to sell is legal, if it's not yours? Where is this ship from? Are you a pirate? 👀
That said, I can't tell if it's a bug or not.
