How much hacking skill do you need to do anything with it?

After many trials and labor, I finally have 10 percent hacking skill. Still can't hack anything. When do I get to hack something? In particular I'd like to open PDAs so I can be thorough on investigations.

Skills are binary. When you reach 100% you will have the hacking skill, until then you do not. Hacking in particular is one skill I basically won't start without, cause it is so hard to train.

But with every other skill, you learn by doing. That's a little frustrating. Looking at other's PDA's is a major part of the game.
