First is running Vconfig. Vconfig is obtained with the SDK which you can get by either installing the SDK (https://www.moddb.com/games/postal-3/downloads/postal-iii-sdk) or by installing UltraPatch which is recommended anyways (https://www.moddb.com/mods/postal-iii-ultrapatch) and locating it in the Postal III\bin folder after installation. Running vconfig, setting it to Postal III, and confirming sometimes resolves this.
A second possible fix is a bit more complex but its also worked for some. Opening the Postal III folder, then renaming the "p3" folder to something else, and then pointing the corresponding language .bat file to the new folder. After renaming the folder, find .bat file that corresponds with the language you want to play with in the "Postal III" folder (for example, "Launch Postal III (English).bat") and open it in Notepad (or prefferably notepad++) and edit
to also include "-game <whatever you renamed the folder>" like
Although I'll warn you that these two solutions don't work for everyone and in some cases the problem just fixes itself and we're not sure why.
