- Tried to take on other fleets and couldn't complete the ground base strikes on time.
- Positioned the fleet as shown in briefing, was out of position for the 2nd phase of the mission and lost.
- Wasn't able to take out the fleet in 2nd phase of the mission in one go.
- Launched two identical missions against 2nd phase fleet, first one hit, 2nd said they didn't encounter any enemies while the circle was still right there over them. Lost because they intercepted the Landing party.
This is the strat I used on the one of the ground bases:

And this was my strike on the 2nd Phase fleet:

Strike that. it's a different mission. I don't seem to recall struggling too much with this one. I did not use decoy as I never unlocked that. I think the one order that was helpful for this when I cleared it was having plane fuel management. It lets you send missions further and still be able to make it to recovery point before they time out.
You also have to be able to tank attacks in some sense and use DC teams to restore the carrier. I have a little discussion on this in a damage control guide that I'm currently posting. I hope to write a more detailed guide on optimizing carrier/escort defense, but it'll be awhile. Spreading your defense out is key. Don't go all in to defend the first big attack if you think/know followups will be coming. Better to mount mutliple average defenses than a strong first defense only to have a very weak followup defense as the things that contribute to defense points are stuck in cooldown. The exception is attacks on escort where you don't have as much freedom to under defend as you run the risk of losing an escort ship if your defense is too low.
I do seem to recall making a fairly aggressive b-line for the bases to close that distance making you less reliant on plane fuel management and also positioning well for phase 2 of the mission. If you don't have plane fuel management you can possibly use escort with free mission (you don't actually have to be able to recover something they launch) or even send a mission that you won't make the recover point and send a remote pickup escort carrier.
