go and edit your config_mp.cfg file and change seta r_fullscreen "1" to seta r_fullscreen "0"
you game will start and you can fix whatever is going on in windows
and fyi, i surely can fix your problem but you gotta stop being a ♥♥♥♥
In the fullscreen mode I was in before, the mouse wouldnt work but I could use the arrow keys and enter to navigate menus.

c:\program files x86\steam\steamapps\common\callofdutymodernwarefare2\redist\
has a couple of things in them... please reinstall all of them
then if that doesnt work... cut and copy (for a backup)
all the files out of c:\program files x86\steam\userdata\[userid]\10190
and all teh files in teh players folder
delete them out of those folders now and then try to start the game
I just installed that and now it still opens in a window. After a short delay, it allows me to move the mouse around inside, as well as reposition the window.

Now I will try to make it fullscreen again in the config_mp.cfg
I'm going to try putting it in fullscreen first, then installing vcredist_x86.exe
At the very very first screen, and this works both ways and is also a really old coder shortcut to switch from full screen to windowed and is seen in a shut ton of apps
