Haven't you read the rules (ToS, Subscriber lic. agreement, etc.)? I mean, that's just the very first step before you're even allowed to create a Steam account, FYI.

I've been in a lot of modded lobbies - If you don't count modded lobbies into that, then it's pretty much clear enough, you won't really meet hackers in those cases
I do consider hackers to be the ones, who use third party programs (voice communications don't even come into my mind, so they don't count) to change lobby permissions, abuse MW2SA on purpose, and as the last one, using wallhacks, aimbots, aimlocks.. And that's it.
Have tried playing ♥♥♥♥ but the playerbase is only around 350 (i think). Its just not the same.

I'm sure, you're aware of players, who do ignore UAV rays, sounds of their own footsteps, map, and much more, calling you out, accusing you of hacking, just because they're somewhat still new or ignorant, and abusing MW2SA right away afterwards.
I can't say, however, that there are more hackers than legit, veteran, players. Luckily.
Too bad, it's just MW2... That MW3 was left to die.
