Problem with Syfa (CV3)

So I'm kinda frustrated at the moment cause I'm trying to beat CV3 with all players and on my last playthrough I recruited Grant and told Sypha no thank you. So I finished it and it started the new game. I worked my way to the 3rd level and beat the boss that reveals Sypha after defeating him and... she didn't appear!!!

Is it because I didn't start a new game and in the previous playthrough I didn't add her to the team? If so, that's quite a shocker and a huge waste of my time :( Ok I guess I'll reset now.
