I bought mw2 a long time ago in a shop but I saw it in a sale game internet site for 13€ and mw3 for 25€.
I don't understand why steam is not at the same price

There's usually a massive sale on everything just before summer.

For me, steam store shows MW2 for $90 and MW3 for $40.

Your probably looking at some form of pack, I got MW2 for $19.99,
I went to buy it for a friened, and it claimed for $20.
I looked at it wondering what happened and it included some kind of starter pack

I'm very sure it's the individual games, I'm also from Australia so that is probably why we are seeing different prices.

Australia is known to have much higher prices than everyone else. Something to do with tax or something.

Im in australia and the store page says that MW2 (with no DLC) is $89.99, while MW3 (with no DLC) is $39.99.

It is actually much cheaper for what i saw
