The original version of MW2 is indexed in Germany (if you actually care about what this means: https://en.wikipedia.org/wiki/Federal_Department_for_Media_Harmful_to_Young_Persons#The_indexing_process), so Activision, knowing they won't get the original, unedited version through the USK's rating process, released a censored German edition where you can't shoot civilians during the "No Russian" mission at the airport (being able to kill civilians for fun was the reason the original version was indexed). The German version is playable only in German while the ROW/English version is actually available in multiple languages (even in German, but if you set German as the game language the mentioned censorship of the "No Russian" mission applies even for the ROW download because Steam not only downloads the localized language files, but also the localized - and thus censored - data packs).
If you don't care about the SP or the "No Russian" mission, why is this still important?
On PC owners of the German version can't go on spec ops missions with anyone who doesn't own a German copy of the game. The regular MP is unaffected by this, only spec ops seems to have been region-locked. Nobody knows why this is a thing because it doesn't apply to the console versions. I played an English import copy of MW2 on PS3 and was able to play with a buddy of mine who owned a German copy without any problems. The same is true for Xbox 360.

By any chance do you know if your manual works for the German only version? And if it fully covers the game, I mean: single player campaigns as well.

Technically it may work, but I am worried about all the triggers and changes that will do the trick only for russian version. There is not a lot of them but they do exist.
Basically, this patch does not do anything that cannot be done manually. Which is just substitute a few files plus edit a config file.
You may try, no ban is expected.
