Is this game safe to play offline (Spec ops campaign etc?)

I wanted to play the classic modern warfare games but I am hesitating due to the horror stories of online hackers. but is the campaign and spec ops safe?

campaign and spec ops is safe, multiplayer is risky

It's safe for everything. Don't use default Steam multiplayer though. For playing online, you want to download Alterware client. It's the community client that stays up to date and blocks all RCE (remote control exploits) also adds server browser and mod support (e.g. for offline bots mod for instance)

if I were to get modern warfare 2 right now and played just spec ops and campaign do I need something for that?

Spops is fine to play you'll be offline unless you go into the Coop mode specifically.
