well after weeks of searching to no avail i troubleshooted enough and found a fix that worked for me. show hidden icons on the bottom right of your taskbar and right click nvidia settings and just quit that ♥♥♥♥. no idea why but it works for me, i suspect its something to do with modern res scaling or something like that but im not smart enough to find out for sure lmao.

Turn off any type of Game booster that you have running on your PC. You don't have to turn it off but you can turn off the In-Game overlay on Gamebooster and that is what solved my friends problem with the game.

Tried to browse for solutions in 2024 when this didn't work - finally fixed mine by changing the config file (steam>steamapps>common>call of duty modern warfare 2>players>config_mp). I had to change 2 lines in the text file using notepad to do so:
seta r_mode "1920x1080"
seta r_displayRefresh "120"
Those were the default settings in the config file, so I had to match them to my monitor I was using. I think that the issue was the display refresh rate was not supported by my monitor. Once I set it to 2560 x 1440 on mode and 144 on refresh then my game started without blacking out my screen (and putting it to energy saving mode).
