The remastered is just the campaign. That's why the title of the game is "Call Of Duty Modern Warfare 2: Campaign Remastered":
So yeah, you'll get bots... in the campaign. Just like in the original.
Also, you can get iw 4x and the bots mod for MW2 and play that if you want MP with bots.
That's easy to just chalk up to the difference between 2016 and 2020 textures. 4GB of VRAM was still very much standard in 2016, but now, most of us have at least 6GB but more likely 8GB+ of VRAM now.
Vanilla MW was 6-8GB. Vanilla MW2 was 11-13GB. Size comparisons kind of mean nothing.
MW2 MP still has a small, but loyal player base[steamcharts.com]. More so if you look at iw 4x and dedicated server populations there which are even bigger. Meanwhile, MW:Remastered is dead: https://steamcharts.com/app/393100.
I just doubt that they're going to bother with establishing and maintaining yet another live service MP community. They almost certainly don't want to poach the player base from the new MW and especially F2P Warzone with an old remaster and that's why this is campaign only.
I wouldn't get your hopes up. This is pretty likely to be a quick $20 cash grab. If they were adding MP it would cost more.
