I know for a fact that 0xc000007b is a drivers issue for one of the microsoft .Net Framework, but if you're missing, using outdated, or have corrupted install you will encounter this, across Windows 7 and up.
I might buy this just to try this game on my Windows 7 laptop when my next pay come out. But I hope the video helps fix your issue, if not not much I can tell you, as the game is using DX11, so it shouldn't be an issue running this game on Win 7.
Seems like MFCreateDXGIDeviceManager is for Windows 8 and higher, and for now copying libraries seems to not fix the problem (I copied all the .dll from my Win10 laptop)

Electre, I'm replacing libraries one by one, and I got the same error than you: 0xc000007b
That happened when I placed the library:
api-ms-win-core-windowserrorreporting-l1-1-0.dll
I replaced it with the 64 bit version and now I get another .DLL missing file error alert.
So, maybe you have placed the wrong DLL version for any that you listed above.
This is weird because I can run this game in Win10 when I don't have some libraries that the game is asking for in Win7 and I had to download it, like:
api-ms-win-core-libraryloader-l1-2-0.dll
api-ms-win-core-windowserrorreporting-l1-1-0.dll
and now is asking for another that I don't have in my Windows 10 Pro laptop either:
api-ms-win-core-libraryloader-l1-2-1.dll
This is weird. It's clear that this game uses Win 8 and higher libraries, but why not need them in W10?

hope all goes well, i would imagine they did more than just removing files to try breaking win7 compatibility.
Yes, all of this smells bad... I turn on an old laptop that someone gave me, because it have Win8 (64 bit) installed and I found that those libraries doesn't exist either... but is Win8, not Win8.1, maybe I should install Win8.1 to make sure.
Or maybe installing the Media Feature pack that files will appear in Win8. I'll try...
But I'm a bit tired... I'll try a couple more things and leave it for another day, I would like to play AoE:DE a bit before going to sleep, even if I have to do it in W10 :(
Only the first executable exists in the game directory.
It seems that he initially intended to offer both versions, so that the DX11 version was compatible with Win7 / 8, but they encountered problems and ruled it out.

If you haven't played 2hours, and own it for less than 14 days, then refund it if you can, either way a lot of people are moving to Windows 10 in the end, just like how people rant how much better XP was compare to Win 7, which is basically repeat.
i think, but not sure... alot of those dll's could be from runtime libraries, id check to see if you or others dont have all the currently in use runtime libraries installed.
for reference, i have
22 runtimes installed, not including some xna runtimes, also have netframework 4.8 but i doubt that has any bearing on the issue.

i havent done my oown searching in those to see what dll's and havent even bothered buying this game to do the testing, but thought that screenshot may help show all the most currently used runtime libraries.
now wether or not a dll is needed that inst included in those libraries i wouldnt know atm.
for reference i use a all in 1 installer to have all those put on without searching for each individual one.

note: the 2017 versions have changed ( ffrom 2017 to 2015-2019), along with updates on them from windows update (which have updated some of the older ones aswell).
and after installing, i restarted then ran windows update till i didnt see any updated versions.
hopefully that help with the testing, i would suggest creating a restore point before installing them (if you even try it), just incase you have an issue, btw this installer can be used on vista up too win10.
nah, staying with win7 (1 desktop and 1 laptop), i already have 2 laptops with linux on them (kali linux), also several older hdd's with various other windows OS's (1 of which is win10) and various linux distros installed.

I've installed the latest Windows updates (including NET Framework 4.8).
Now I'm trying to repare all the redist packages and now I'll restart to see if it works.
I'll post with my Win10 laptop to show you a curious thing, stay tunned ;)
