Empire Earth?
There is an Age of Myhology, too, but it isn't Sci-Fi.

There's also Rise of Legends, which was made by Big Huge Games, the developers of Rise of Nations and has a fantasy/steampunk setting.

This one's not available on Steam unfortunately, I really loved that game...
Or, you could just get Age of Vampires:

Uhg, these are all great guesses, but I can't tell.. They all look so similar and I saw this game 15-20 years ago..
Thanks for the help though. I really appreciate it.
Wish I could tell you more about the game, but I just remember a black map with really thick fog of war, and I think a red army vs, a nuclear green base maybe? It's been so long..
There are some cheat codes in AoE that spawn a laser-shooting spaceman and a rocket-launching supercar.
What sci-fi things do you remember from what you saw?
C&C had crossed my mind, but that's too distinct. If it was that I'd have known in an instant. (i think)
Unlike Age of Empires, you get specific units, tech and buildings if you're soviets or americans. In AoE different civilizations can get the same units and tech.
You said a red army and nukes. This game has the literal red army, and nukes.
I tried it back when I was really young, so I can't remember much, but I enjoyed it a lot, I do remember.
Empire Earth, made by the creator of AOE1
SW Galactic Battlegrounds, runs on the AOE2 engine
Rise of Nations: AOE meets Civilization, also published by MS
