Remember that fuel can also appear in beer bottles and other misc containers, so search everywhere. And you can dilute your fuel with about a 90 / 10 ratio. I usually put about 10% oil in there and it causes no issues.
Otherwise, just restart and try again. Once you get the ball rolling you're fine.
Often you find fuel in bottles and engines.
Make use of previous saves instead of giving up. Each time a building spawns it will randomise the items that spawn so you may be lucky.
Try going back to a previous save, or autosave...before restarting.
If you want to keep the fuel you can use the hose that you can find in the attic of the starter house (and elsewhere) and syphon into into another container. although this can be super glitchy...so SAVE before you try it!
Alternatively open the fuel cap, and push the car onto it's side and let gravity do the rest.
Have you checked there aren't any buildings nearby that are downhill, as you can push and coast for quite some time.
- I don't know if it is just my luck, or is it actually programmed to happen, but multiple buildings seems to have fuel canisters more often to spawn on their roofs. These also tend to contain 2+ litres fuel, instead of the 0.2-0.9 litres you find on the canisters on the ground. Pro tip: You can put bed/fridge/etc to lean against the wall to help you climb (jump) on the roof. Even parking your car next to the wall and jumping from its roof might be enough.
- Some buildings, specially the "bunkers", have crates in them. You can break these crates by shooting at them with any gun or hitting them with any melee weapon. The items inside them are random, but if you are lucky enough to find a fuel canister, they always tend to have 10+ litres of fuel. Pro tip: They might also have explosive containers inside them, which will explode if they are hit when you hit the crate to open it! I've found easiest way to avoid this from happening, is to shoot at the crate with the BB gun (yes, even that will break the crate) at the very corner of it, so the ammo has no chance to hit whatever is inside in the middle of the crate. Or just shoot at it in the middle, but from a safe distance.
- If you are not against "cheating", you can save when you see a building in front of you, but the items have not spawned in there yet. After you have saved, move close enough to the building so you see the items spawn, then go and check it out. If the item (fuel) you wanted didn't spawn, load the save and approach the building again until the items spawn. Check again for the item you wanted. Repeat until item you wanted does spawn.
