IM GOING TO KMS IF THIS GAME SAYS I CANT SLEEP YET ONE MORE TIME. How do I fix this? It's the middle of the night, there should be no problem. I tried restarting the game and everything with my car but still cant. HELP

I believe there is a cool down period between sleeps. If you try to sleep too close to the last time you slept it gives you the can't sleep message. You might just be best off working/driving through till the next night and you should be able to sleep then.

Also if you try to sleep in a car while in third-person view it says "Can't sleep yet." No idea why.

That's what I do.

There is a cooldown between sleeps evidenced by a red bar when you try to sleep, you also can’t sleep while in 3rd person mode

you can only sleep in the first person camera after sunset

Thank you for the replies, I was aware of the 1st person and what not, I bet it was just the cooldown acting weird between me loading saves possibly.
