car wont start now...
i just stopped the engine shut off i refilled it but i cant start it again

Make sure you have all parts installed. Radiator, engine, etc. Make sure engine has oil, rad has water and fuel tank has some in it. If you are using a 2 stroke engine you need to add in the proper ratio 95% gas, 5% oil.

Maybe you forgot, to release the handbrake, or the car is not in neutral.

i open my fuel cap and fuel is coming out..

i rolled down a hill.. but on top of the hill it dident start either...

I don't know what can be the problem then, if the car has fuel, handbrakes released or gears in neutral, it should start if you hold down the ignition key :(
Does the fuel cap say it has gas in it? not water, alcohol, or something

i filled it up with one of the canisters and it says is has gasoline i think

if the engine is overheating it can be weak, but it should start even then.

H20:100% is this a bad thing?

Is it gas in the fuel tank ? if not or maybe the wrong mix the car wont start , it happened to me i think if you put too much H20 in it wont start i think if you go below 50% gas it maybe wont start i stay at 68% gas mix and got a full tank , game dev should be able to put us right H20 is water i believe so car wont start just on H20
