By any chance do you have story mode engaged?
Back to the difficulty, it does seem a bit low, since unlike Citizens of Earth, you can only modify minigame difficulty, not enemy difficulty (as far as I'm aware, don't have all Citizens yet), and even if you "miss", you still do pretty decent damage. So eventually you kinda power-level beyond any challenge, since doing multiple phases in random encounters is so easy and gives tons of exp.
Edit: Also the Banker's summon ability gets to absolutely broken amounts of damage, I have him at 3*, most characters around level 20, and by getting around 250-300 coins in the minigame, I'm seeing enemies take upwards of 10-20k damage (sometimes more if hitting ice weakness). Not sure what the damage scales with, in particular, but most of my characters only deal maybe 500 hitting weakness with a Super, so that's quite the leap in damage difference, and the damage always refills the charisma meter back to 100, so you can immediately reuse the summon after one other action. ^^;
