Application Load Error

I've installed this game but whenever I go to load it, I get an "Application load error 3:0000065432". I've done this on two different computers and get the same issue. Uninstalled, reinstalled, rebooted my computers, same issue. I have about 15 Steam games and this is the only one with this error. I searched the forums and only 1 other person reported this and that was a year ago with no responses. Anyone else come across this issue and been able to resolve it?
