That said, it also happened in my vs. AI game. Twice. So yeah, add it to the bug pile.
Again, I don't think that's what we experienced.
Here is what probably happened is: Player A pillaged, Player B won the battle. Then Player B pillaged again on their turn. This is all intended and not a bug.
If it was something else, then yeah that might've been a bug.
Also the giant with the big rock (name escapes me) also had that power of gaining the pillage reward twice.
There is another upgrade that lets you spend some rage to repillage a province that has already been pillaged and you can use it until you run out of rage.
