I was having it crash when trying to start a new game and a solution from another thread worked for me. I'm also on Win 11, but apparently the game has a problem when you have more than four processors.

task manager
details
S key
Steam .exe
right click
set affinity
turn off all
turn on the first 4
it should run after that

That'll set steam to only use four processors. I did that and was able to create a new game just fine.

it is a pity that these games do not have an update for operating systems above win 8, they deserve to be played and not forgotten because this is what usually happens, games that are overshadowed

Sure thing. ctrl-shift-esc will open up the task manager. There should be different tabs. You need to click on the "Details" tab. Then you need to get to steam.exe. If you simply click on any of the items in there and press "s" it'll jump to the ones starting with "s". Right click steam.exe and select "set affinity". That opens the "Processor Affinity" window and ask you "Which processors are allowed to run "steam.exe"? They'll all probably be selected. Click the checkmark next to <All Processors> to disable them all. Then put a check mark next to the first 4 processors. Hit "OK" and you should be good to go after that.

This resets itself. I've had to redo this to disable my processor before playing each time. Probably when the computer turns off I'd guess.
