Report a translation problem
I had the same problem. But the sound had stopped after I completed "The Chancellor's Fate", the fifth quest of the third act.
It seems to me that when Arantheal shouts, "The storm is brewing, blah blah blah", the same sound effect starts playing for the storm. Then the script kills it, or maybe it kills all the sound effects.
Either way, if you haven't finished "The Chancellor's Fate", you'll get a chance to fix this annoying bug.
