Greater power - Summon Arcane Essence - cooldown broken?

I've only used the spell once, and every time I try now it says 'can only be used once per day'...but no matter how many days seem to pass, I can't cast it without seeing that message. Any way to fix this?

When waiting cooldowns don't refresh. Cheating is the only fix.
