It's a universal problem. It's game/engine dependant. It's not "some" who are dealing with it. It's every system in the world. It's not specific to a configuration or another. Any windows based machine in existence will stutter because its using Unreal Engine and the shaders arent precompiled before the game. The devs can look how Psychonauts 2 fixed it, that game stuttered at launch from the same issue, then they fixed it. Last of Us on PC. The Ascent is also on unreal engine and they fixed it later, it was the same as Outcast initially.
The devs machine might not experience the same issues because they already played through the game hundreds of hours and they likely compiled the shaders already. They need a full wipe of the gpu drivers and a fresh driver install in order to replicate a new user experience

But its the precompiled shaders.
this takes 5 mins to setup, it compiles all material and niagra fx , please use it
There is genuinely no reason to.
Untill the shader precaching has been implemented, these bug reports will be pointless, since you'll get 90% of them just for missing this long established technical necessity for UE games.
Yeah, Please use those. It's really annoying right now
Why should we report anything ? Is there something hard to understand when people talk about stutters ? I mean the game runs on Unreal Engine, UE is unfamous for being a stutterfest when shaders are being compiled, what else do you need ? I'm not trying to be rude or anything but you guys should already have all the info to fix it, just precompile the shaders during first launch by playing all the effect of the game offscreen, it's that simple.
