I can run the game fine on Win 10. (Stutter issue caused by hyper-threading, old game so an inbuilt issue)

DirectX 2010 Full package, then latest web installer for DirectX
Then Visual Studio 2015 (not entirely sure why, but it does a better job then the libraries alone)
I have a CPU B960 2.20GHz and AMD Radeon HD 6290 with all updated drivers (I do not have hyperthreading) but no matter if you run compatibility mode or you update all drivers. If you have an integrated graphics card IT DOES NOT RUN, not even if you do magic to update drivers (Not all integrated graphics of course, some do, some do not, depending on the model and year). It is a problem of the game itself, the graphics engine to be specific. Remember that this game is from 2007 and it is Russian, of a company (Saber Interactive) that has not updated it, and I think the company no longer exists or stopped updates in years.
If you realized, the game requires you the gamespy which does not even have a site and you can't register an account. You have an integrated graphics, true?

First generation IntelHD graphics were utterly trash for gaming, ALL gaming. (Only the 3500 & 4000 + IntelHD Graphics were worth anything for gaming past browser stuff)
It has some crippling limitations and is in NO WAY concereded a modern system, some massive limiations with Instruction sets lacking older sets all together (which is likely a main reason it hurts old games on it)
As for gamespy comrade (the MP service) you install the stupid client, and never run it. That's simple.
I'm running it on a i7-960, w/ SLIx2 GTX550ti on Windows 10 (which has it's own quirks), and the only issues I run into are Windows related or in the case of ALOT of 1C games, missing Codecs for the videos (that where popular with windows XP, but some reason vanished from future OSs).
The Laptop I'm running it on, is a 4gen Intel CPU, with IntelHD4000 Graphics, with updated drivers & it works VERY well mind you. On Windows 10.
It's not the IGU or APU that is your problem, it's your ♥♥♥♥♥♥♥ system bro. It's a low end chip that is MASSIVELY out of date.
My computer does not work to run this game but I bought it in 2013, the game is 2007, 6 years of diferent, not work is no question that the equipment is old (out of date) or new, can buy a new laptop right now with the same characteristics and give the same problem of not running the game.
And yes. I have a system of sh1t. All this because I am poor, but if you want you can give me a new computer :3
My recommendation is to save up 300-500 (Based on USD, likely different if your not in the USA) and buy a new store based laptop. with a intel core i3 or i5 IGU w/ atleast IntelHD 4000 graphics. That will be mroe then enough for most games that aren't modern AAA titles, and there are some other benefits to them.
You bought an OLD Budget laptop, with a chip that was Q4 2011, and even for 2011 it was underpowered as a 'BUDGET' CPU (Not ment for gaming in the slightest). so ya, you're looking at a setup that is maybe MAYBE 2006 levels if that for gaming. Do your self a favor, and just get a new system.
