I guess, charging in is not the best tactic, most of the time. Using cover helps keeping HP high. Also, the time it takes to start regenerating is immediate then you start timeshifting instead of like... 5 seconds it takes otherwise.
Otherwise when it comes to "legitimate" movement speed increases, you just need to use time slow. You can also fling yourself across the map with time reverse + explosions/physics (look up 7k games' TimeShift speedruns).

The game is really hard without frequent use of time abilities.
I finished the game in the hardest difficulty. I did die a lot but it wasn't that hard with the time powers and all the explosive barrels conveniently lying around.
The game wants you to use the suit powers, but the energy goes down so fast you have barely the time to kill one or two dudes with slowmo or timestop before going back to normal, and thus staying out in the open like a moron. This doesn't hurt the experience when you're inside bases, stations and whatsoever, but those sections in the open are terrible...
I ended up stopping time, shooting two sniper rifle rounds to someone's head, turning stoptime off, then wait until the energy recharged, then rinse and repeat. This of course broke the flow of the shooting and as result it was a boring experience, a total chore.
Also, those ♥♥♥♥♥♥♥ sections where you need to use a specific power to solve a "puzzle", such as the wind turbine tunnel. If you don't do exactly what the games wants you to do, you'll die over and over. You need to press F to activate the power the game has chosen for you, because if you activate it manually it won't work and the energy will drain superfast.
In the wind turbine sequence, you need to rewind time to get pushed into the other side of the hall, but if you press SHIFT and C, or whatever the combination was, the game doesn't like it and the energy goes down in 2 seconds, thus you get sucked by the turbines. I spent 10-15 minutes trying to do that, watching walktrhoughs and such...
It's incredible how nostalgia can influence your perception of a game, I remember I really liked this at the time but now I'm regretting every single second of this torture :/
For a better game dealing with time travel and such check out Singularity, it's still a low budget game but it's way more fun and enjoyable than this one.

Neither Singularity nor TimeShift were low budget. Both were $60 games at release.
yeah dont charge enemies alot they can have explosive crossbows and grenades which eat your hp.
this is the only game where i am able to use time travel mechanics to use against enemies.
never saw a game allow this before or since.
Incorrect the game forces you to use the auto choice option and then from there you have to basically test to see if it is working. The UI will flash letting you know it should work, but often it still doesn't work when doing this. You basically have to activate and see if your energy is draining quickly. If it is, turn power off, let it recharge move around a little and try again. It is a very janky part of the game that shows it needed more time in the oven.
