Report a translation problem
Eloquence from the French Guy in the Hotel. You meet him at detective desk while your waiting for work. His quest involves a tour of the city and taking pictures with a camera.
Observation: Taught by detective Metcalfe. His house is west of the hotel, which is west of the Detective Office. I think you have to do the quest involving the Mole and the Bathhouse first. To be honest, I'm not even sure what Observation does.
Medicine: Taught by the doctors in or near the slums. You just need detective points to unlock them.
Lockpicking and Espionage: Taught by the gangsters on the 2nd floor of the Black Dog Hideout.
Edit: Turns out the little trashmob I thought was a trashmob wasn't actually a trashmob. I figured it out with another NPC, thanks.
So Observation improves the minimap with more icon you see Lvl Adds enemies and chests
