To sleep / make time pass, do I go to the detective agency??? Also: Is this at the end of the game?
It's not the end of the game, I think the prison is totally optional.
The game will give you a warning when you'll be near the end.
Official just says something like, "You look ready to go back." For the sake of argument that this is not working, how do I get OUT of this and back on the main quest again???
I cannot return to the slums as I have cleared them out.
You can also press v multiple time to see all the quests you have running, maybe another one is blocking it for some reason.
As for the slums, I think it goes all the way up to District H. If by cleared you mean you sided with the police, then talk to the inspector in the police headquarter to check what is next.
You might have seen the ending already since it's only a small scene and let you continue the game to finish sidequests. You can go in your room and use the Recollection desk, use the door at the top and check if you can start a new game + to go on the other route.
