Upgrading Spirit Altar

I don't know if this is only happening to me but when I try to upgrade my altar it creates the green building highlight but then construction never progresses and it does not show what materials are needed to start building the upgrade so I cannot progress past lvl 1

You first need to get settlement level 2, after that you can upgrade the altar. No resources are required for upgrade.

before the last update that part worked fine for me, after the update my warrior types had pathing issues and the first wave overwhelmed the 2 i had trained, where before the last patch they survived
