I'm guessing from the way you worded your question that you haven't actually pressed this button yet. You just saw it for the first time and you were wondering what the number means. Yes?
As Troner mentioned, the number displayed on the prestige button will scale up if you keep adding levels to the plaza buildings on the left.
There's also a "perks shop" button. Pressing it will bring up the shop window, which will have your current number of perk points displayed on top. Click on an icon to spend perk points on that bonus.
You may also notice two extra plaza buildings to the right of the prestige and shop buttons. These buildings will be much more expensive to build (and don't affect the value on the prestige button, I think) but their levels won't be lost when the plaza prestiges.
Edit: Obviously the bonuses from the plaza buildings can be pretty nice and you may not want to actually use the prestige button if you're not sure if you can buy your way right back up to the same plaza building levels again right away. Check how much more of your mana cap you think you can spare and how much of a stockpile of gathered resources you have, and try to estimate if it will be enough to recover right away.
You can prestige once your T5 buildings are both at least level 2. Prestige will reset your plaza buildings to 0 and award you with perk points (PP). Building costs are also reset. PP awarded is based on the amount of each building you had.
T6 buildings (Ancient Library and Demon Market) are not reset on prestige and do not give PP.
