Is there a way to crack open the game files and edit what traits each nation gets (I did attempt to dig through the files myself but couldn't find anything connected to this)? Some nations are a little bare-bones -though I suppose there's plans to fix that down the road- and I'd like to give them a bit of work before then because I'm impatient.

Side Question: While I know there's decisions to change at least the 'Ruling Elite' traits around (Aristocratic Elite, I think Merchant Oligarchy, whatever the Architect and Military ones are), are there any other trait-related decisions in-game at present?

Yes, the game is highly moddable.
But it is highly recommended not to edit files directly. The safe way to edit the game is to copy the relevant scenario. Read the link below.

Now, the factions traits are set out in "\Steam\steamapps\common\Field of Glory Empires\Data\FACTIONS.CSV" and effect of traits are in "\Steam\steamapps\common\Field of Glory Empires\Data\MODIFIERS.CSV".
FACTIONS.CSV says Arverni has "Clans" trait and MODIFIERS.CSV says "Clans" will increase manpower by 10%.

Open both files.
MODIFIERS.CSV's column D is the strings of traits. Choose whatever you like out of over 700 traits and copy the string.
FACTION.CSV's column BK to BN are assigned to traits. Empty ones are shown -1. Pick the faction you want to edit, paste the string to empty traits column. AND add $ before the string.
Oh and not all traits are applicable to a faction. Faction applicable traits are set in row 619 to 687 of MODIFIERS.CSV.

You can create an original trait. But some modifiers are not applicable to a faction. You can, for example, create a faction trait to decrease decadence but not the one to increase siege buff.

Oh I forget to mention. Copy both CSV files to the Dada folder of copied scenario.

Took me a couple days to get around to it but thanks for explaining all that. Worked like a charm (once I switched from opening the files in Microsoft excel since that kept breaking the formatting for some reason).

If you use Excel on a CSV file you need to make sure to save as CSV. Excel will try to default to an XLS variation. You can also just save the files as XLS files in another working folder, edit them, and then just export to CSV and move those into the game.
