How do I move pops / slaves from refion to region?

I beleive that I read that I can move one citizen or slave between regions per turn. How do I do this? One of my regions is almost full of pops, and they are needed elsewhere. Thanks in advance.

you can't directly.

if you play on easy or balanced, then 1 slave per turn may be moved (depends on where they are and how many vacant building slots you have). otherwise use the sell/buy/move slaves decision to get them reallocated

As he says there, it is useful to have slave markets so that all of the slaves don't get dumped in your capital.
